JRL Program Bio: As Chief of Police for the City of Seat Pleasant, Maryland, Devan Martin one of the nation's youngest public safety executives. Devan is a proud member of Hemingway Memorial A.M.E Church, where he serves as a leader of the Social and Political Engagement Ministry and the Evangelism Ministry. Devan is a graduate of Largo High School, Anne Arundel Community College, and The George Washington University. He is pursuing his Master's in Divinity from the Howard University School of Divinity.
